{"id":172,"date":"2023-10-10T22:19:26","date_gmt":"2023-10-10T19:19:26","guid":{"rendered":"https:\/\/www.romaniacurata.ro\/servicii-publice-locale\/en\/?p=172"},"modified":"2024-01-05T22:20:38","modified_gmt":"2024-01-05T19:20:38","slug":"what-active-citizens-for-quality-local-public-services-meant-for-baia-mare","status":"publish","type":"post","link":"http:\/\/www.romaniacurata.ro\/servicii-publice-locale\/en\/2023\/10\/10\/what-active-citizens-for-quality-local-public-services-meant-for-baia-mare\/","title":{"rendered":"What &#8220;Active citizens for quality local public services&#8221; meant for Baia Mare"},"content":{"rendered":"<p><i><span style=\"font-weight: 400\">Article by Natanael Iriciuc, volunteer within GIL Sector 1.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400\">At the end of October, in Bucharest, the final event of the &#8220;Active citizens for quality local public services&#8221; project took place, which included the launch of the diagnostic report that presented the results of the project, as well as applied discussions with local and national authorities, guests and many young people.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u00a0&#8220;Active citizens for quality local public services&#8221; meant passionate involvement, and the last 32 months have been dedicated to promoting quality local public services. Of the 32 months of continuous action, 12 were grassroots advocacy actions carried out by the 8 local initiative groups.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Through this project, more than 24 advocacy campaigns were carried out at the level of the 8 cities in the project, there were more than 100 agents of change at the level of the diagnosis cities, more than 400 young people participated in activities to promote democracy and civic involvement and approx. 1000 citizens participating in structured dialogue actions with decision-makers.<\/span><\/p>\n<p><span style=\"font-weight: 400\">To see what the results of the project are in the diagnosis cities of this project, we will talk in this article about the change it has produced at the local level. In this project the three areas of action were: education, transport and waste management.<\/span><\/p>\n<ul>\n<li><b>Education<\/b><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">Indicators:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">INSURANCE FOR INVESTMENTS IN SCHOOLS, AS WELL AS FOR CAPITAL REPAIRS AND CONSOLIDATIONS<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">ENSURING THE SECURITY OF EDUCATIONAL UNITS<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">RESPECTING STUDENTS&#8217; RIGHT TO SCHOLARSHIPS<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">ACCESS TO MEDICAL CARE IN SCHOOLS<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">ALLOCATION OF SUBSIDIES FOR BOARDING BOARDING BOARDS AND CANTEENS<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">ACCESSIBILITY OF SCHOOL BUILDINGS FOR STUDENTS WITH LOCOMOTIVE DISABILITIES<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400\">Compared to the score obtained in 2021, we can see a decrease from 72.69 to 64.55 points out of 100. Among the specific recommendations for Baia Mare in the field of education are: ensuring the sums of money from the local budget for investment expenses, repairs capitals and school consolidations and the allocation of funds to subsidize canteens and boarding schools.<\/span><\/p>\n<ol>\n<li><span style=\"font-weight: 400\"> Transport<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400\">Indicators:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Public transport station accessibility score<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Intermodality score<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Integrated metropolitan \/ county service score<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Scor subsidy transport public<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Transport grant score with the needs of vulnerable groups<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">User satisfaction score<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Transport operator evaluation methodology score<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Score access to information<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400\">If in 2021, the municipality of Baia Mare received 75 points in this section, following the 12 months of advocacy at the local level it increased to 79 points out of a total of 100. The specific recommendations of this section include: A progressive increase in the quality of means of transport public and accessibility in all parts of the City; Greening of the transport operator&#8217;s rolling stock; Increasing the number of passenger stations; Increasing the quality of the entire infrastructure and adapting it to the needs of people with motor disabilities.<\/span><\/p>\n<p><span style=\"font-weight: 400\">III. Waste management<\/span><\/p>\n<p><span style=\"font-weight: 400\">Indicators:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Ensuring separate collection by fractions;<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Meeting recycling targets at municipal level;<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Updating the sanitation contract according to the law;<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Implementation of the &#8220;pay for what you throw&#8221; tool;<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Ensuring the collection of biowaste;<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The existence of own waste management strategies or programs;<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Ensuring separate collection for: electrical and electronic waste (WEEE), battery and accumulator waste (DBA), bulky waste and construction waste;<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Ensuring the information and education of citizens;<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Funding of separate collection infrastructure in schools;<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Fulfilling the duties regarding the collection of abandoned waste.<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400\">According to the ranking, the evolution of Baia Mare municipality in the waste management section was not great, it increased from 41 to 42.5 out of 100. The specific recommendations that could change this ranking are:Organization of bio-waste collection at the level of the Municipality; More visible information and education campaigns, by creating radio spots, TV spots, press releases, educational materials, street signs, educational programs in schools, holding meetings with citizens, tenant associations, civic groups in order to inform about to the separate collection system and its benefits.<\/span><\/p>\n<p><b><i>What made the local initiative group from Baia Mare stand out?<\/i><\/b><\/p>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">They held discussions with ADI MM and an official request was sent to the Baia Mare City Hall, in order to equip and place separate waste collection bins inside the school buildings.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">A opened the dialogue with the local authorities on the topic of access to information related to the transport program of the local operator, but also related to increasing the quality of the rolling stock.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">A managed to collect opinions from a number of more than 500 students regarding the collection of the school fund, but also related to security and safety in schools.<\/span><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" class=\"alignnone size-medium wp-image-73\" src=\"http:\/\/www.romaniacurata.ro\/servicii-publice-locale\/en\/wp-content\/uploads\/sites\/2\/2021\/10\/proiect-derulat-de-300x62.png\" alt=\"\" width=\"300\" height=\"62\" srcset=\"http:\/\/www.romaniacurata.ro\/servicii-publice-locale\/en\/wp-content\/uploads\/sites\/2\/2021\/10\/proiect-derulat-de-300x62.png 300w, http:\/\/www.romaniacurata.ro\/servicii-publice-locale\/en\/wp-content\/uploads\/sites\/2\/2021\/10\/proiect-derulat-de-1024x211.png 1024w, http:\/\/www.romaniacurata.ro\/servicii-publice-locale\/en\/wp-content\/uploads\/sites\/2\/2021\/10\/proiect-derulat-de-768x159.png 768w, http:\/\/www.romaniacurata.ro\/servicii-publice-locale\/en\/wp-content\/uploads\/sites\/2\/2021\/10\/proiect-derulat-de.png 1531w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/p>\n<p>The project is implemented by The Romanian Academic Society in partnership with the Act For Tomorrow Association and Vellenes Fellesorganisasjon and benefits from a 249.989 euros grant from Active Citizens Fund Romania, funded by Iceland, Liechtenstein and Norway through the EEA Grants Grants 2014 -2021.
